The Government of Kenya (GoK) has received financing from the World Bank’s International Development Assistance (IDA) towards the cost of the Kenya Petroleum Technical Assistance Project (KEPTAP) whose overall objective is to strengthen the capacity of the Government of Kenya to manage its petroleum sector and wealth for sustainable development. It is intended that part of the proceeds of this credit be applied to eligible payments under the contracts for provision of consultancy services for developing LPG Distribution Plan for the LPG enhancement project.

The objective of this assignment is supporting NOCK on behalf of MoEP in designing a comprehensive eligibility & distribution model for the discounted LPG cylinder. The consultancy will run for a period of 3 (three) months.

The scope of the assignment will include but not limited to:-

A. Updating of the Market Assessment and understanding of current LPG Market

  1. Review and familiarize with existing LPG legislation and regulatory framework in kenyab. Review and update the latest LPG market assessment in Kenya conducted by different organizations in recent past

B. Development of a Comprehensive Eligibility and Distribution Plan

  1. Outline a comprehensive and sustainable competitive distribution plan for the roll out of the discounted cylinders to ensure that the cylinders reach the highest number of persons amongst the identified eligible populationb. Develop an elaborate eligibility and registration mechanism including registration tools, mapping out of registration centers as well as map out the full registration to payment to collection process for both the distributors and end customers

C. Business Model & Community engagement

  1. Develop a robust model for subsequent refills to ensure the sustainability of the project
  2. Develop a social-entrepreneurship driven value chain model focused on creating entrepreneurship opportunities for women and youth groups for the refilling and distribution of LPG.

MoITC now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:-

  1. Consultants shall be a firm with In-depth International experience in offering similar services to National oil corporations and/or significant private sector players.
  2. Consultants shall have a demonstrable track record of success.i
  3. Provide evidence of (5) similar projects of this scale and complexity and in comparable organizations and/or country environment with details (documentary evidence e.g. contract award or reference letter from the clients stating scope of services and deliverables) of all such projects undertaken and when they were completed.
  4. The consultant shall have experience working and developing market studies in oil and gas retail sector, specific focus on LPG will be an added advantage (Consideration will be given for leveraging own past work in view of short timelines)

Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality & Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.
